I haven't been around the bagger enough to study how the fairing fits on it. but common Sense tells me it's not the neck bearings, but more than likely the rubber mounts that mounts the fairing to the bike is probably wore out

Just had my fairing off my bulldog over the weekend. There is a cage like bracket that mounts directly to the top triple tree. the inner fairing is held on by 4 allen screws (2 outer ones of which help hold on the outer fairing) the outer fairing is then held in place by 3 bolts that screw into per welded nuts on the bracket. then of course theres the 4 windshield allens that also help mount the inner and outer together. Once this thing is tightened down it down move. I''ll try and add a video and a few pictures of mine.
