battery draw

I just bought 08 k9

owner replaced battery and starter but couldn't get it started. I put in on a charger and it started.
but after 1 day the battery too low to turn it over.

so then I checked for battery draw with key off.

not a electrical wizard here but this is what I found.

disconnected all positve red wires from battery.
left the grounds connected to battery.

then one by one i attached my meter from positive side of battery to each red wire

the meter was set on DCA at 20m

#1 starter cable = 0
#2 wire to horn relay =0
#3 small wire toward EHC = 1.4
#4 red wire to the 40A circuit breaker = 16

the 1.4 is what I heard was normal, not bad.

but the 16 on the circuit breaker was weird
it would start at 16 and slowly go down after holding it steady for 2 min it was down to 10.50 and still dropping but at a slower rate.
if i unhooked it, it would start over again at 16 and count down slowly again. I did this 4 times to make sure.

what would cause it to draw so much in beginning then slowly reduce as if it were charging up like a coil building a charge.
