What V should a battery be charged to start bike
When I try to start clicks then flasher come on

The question is not clear.
The battery should be 12.7 volts.
Clicks is most likely clicks of compression releases.
I think you need to change or recharge the battery.

With the engine running, the charge should be 14-14.8 volts.

The better question is what is the voltage while loaded, (while starting the bike). 12.75vdc and above standing voltage but you will need to see loaded voltage as well. Put multimeter on battery and hit start button.
