Back tire rubbing turn signal wires??

I have an 03 Mastiff, the back tire is rubbing the rear left turn signal cable wire raw.
I know this was an issue I've read on here, but how to resolve it I have not seen. Is it possible to drill a hole in the fender strut and then somehow re-route the cable into the rear turn signal light?

LDO has done it and I think he posted it. What he did was remove the struts from the fender and take a dremel or die grinder and cut a channel in the backside of the struts so the wire would fit in.That way the wires ran outside the fender instead of inside.
