... it is some type of vent, the hose is just there to route it out of the way, I have a golf tee in the end as a marker so it can be seen easier. The red pin points to the connection...

Butch Butch Butch, what are we going to do with you. Unless you're referencing it to ground I don't think you're going to find any voltage there with your amp meter probe.
