On your title you should have a VIN. A VIN is necessary for registration and to obtain insurance. Do you know who manufactured the bike or could it have been built from the ground up a homebuilt motorcycle. Even a home built bike, the builder has to hold hands with the DMV to get a VIN. The VIN number should help. Talk to your local tag agent.

I can’t figure out what this is. S&S is stamped just above shifter, definitely not a Rev Tech, and Ultima heads. With the 6 bolt head pattern and the machine angle of the rocker box they definitely appear to be S&S heads though. Definitely not a HD Evo, they run 4 bolts on the rocker box not 6. What ever it’s got a Mikuni 42 on it. Easy to distinguish by top right cable mount

Gotta wonder if they pieced the motor together? S&S with different heads?

I got the vin and a title with a vin. It's listed as Spec Constd by DMV. But the VIN is to short to do a search.

Special Construction means it was a custom build likely by a very small shop or by an individual.
The VIN will never track back to a manufacturer as there wasn't a license maker -- ie why it's called "Special Constrution" - DMV checks it for basic safety and approved it for the road.

I’m thinking they used off brand bottom with whom ever jugs and topped it with S&S heads with a mikuni 42 carb. This is definitely a parts motor. Bottom case though is suppose to have manufacturers name & serial #. Even if it’s a parts motor.

Agree, off brand or otherwise all would have a serial number and/or identification (like manufacturer). It's not uncommon for a limited production (or special production) bike to be cobbled together from a lot of different parts and manufacturers to fit what the builder had on hand or what they liked. However, and not to be throwing up a red flag here but I've also seen a few bikes built with stolen parts...usually biggest give away is all identification for the parts is removed. I went to look at a bike with a friend who was interested in it (said to be a custom one off build from a big name builder) but turned out to be a frame that had been bought and then all the equipment off of a stolen Harley stuffed in. Not saying that is what is happening here, just something to consider.

Thanx. I ve found that to be true. The mystery is...the motor.
