When i disassembled my forks I noticed I have no washers in between the spacer and my springs I have an 08 Mastiff did that year not have them

That's funny. I've done 3 or 4 sets of forks, and don't recall those washers being in there.

I've done dozens of fork rebuilds and the only time the washers we're there is when they used PVC as spacers verses steel tube. Which makes sense because the washers would help reduce the wear on the ends of the PVC. You do not need then with steel spacers.

Is their a certain amount of torque fir the bottom bolt

the 08 manual recommends installing it with a new crush washer and an impact gun. I would go easy on the gun. Part number 34

I put a new crush washer but it still leaks a little but I didn't impact it on

Make sure the old one came ff with the bolt and hit it with the impact a couple good bumps.

There is no torque specification for the damper bolt.
I do not use an impact driver. I simply use a long handled ratchet and give it a good crank at the end.
Watch for the old washer, as PK stated.
Make sure you apply silicone to the washer and bolt just before assembly.
Lack of silicone can lead to a lower leak.
