Yes, that is the Tx flag and the seal on the fender.

Copart appears to be a salvage yard, or auction business of some sort. Check out their site. An awful lot of damaged vehicles listed.

Yeah I wasn't crazy about the paint either, but hadn't seen one like it so thought I would share. Copart is an insurance auction site. Most of the bikes are flood damage or totalled in an accident. Been thinking about buying some and parting them out or putting them back on the road with a salvage title. Gotta do more homework though, may not be a good investment. It sure would be fun to me though.
