Oil comes out the carb...weee

Could be a lot of things. Worst case a complete engine rebuild.

If he was local I would consider it at that price like to see it first and run a compression test. Not a whole lot of resale value in those parts considering the most expensive part doesn't work, the engine...haha

I'd say the price is high for a project bike that doesn't run and has oil flowing through the carb. If he were willing to come down on price as well as allow some tests and possible top end disassembly to be done then I think it would be worth something depending on what was found in the engine.

As Bill said, the cost of the engine rebuild would be high enough.

Oil comes from carb? Ball in the oil pump is dirty, case is full of oil and breathes to the carb. May well be that simple.

Could be as simple as a dirty filter. Someone close should take a look . I didn't read the description but you can always make an offer.
