The axle bolt will only go in from one spot on the forks.But that can't be right because my fender mounts need to be on the inside.What am I doing wrong?

This has to be the right way but the axle won't fit.

You should be able to spin it around if you haven't tightened anything down yet. Loosen and spin. The axle should slide in from the left to the right if you are standing in front of the bike.

I cant tell but do you have pinch bolts that hold in the axle? Take those out if you do.

That looks right. Brake on the right looking at it from the front.

The fender mounts have to be on the inside the axle still won't fit the pinch bolts are out.

Tap a small screwdriver in the space that the pinch bolts squeeze together and slightly expand the slot to make the axel hole larger
