Any ideas what this is or does

08 k9 efi. Would like to know what the black cylinder between the downtubes is and what is its function or purpose.

That's a charcoal canister and it is part of the emissions system.

My 05 Bulldog came with one and the original owner removed it, I think he just plugged the hoses that it was connected to, not completely sure though, but I do know for sure you can remove it, save it, just in case!

Yes you can pull all the emissions crap off.
You may or may not need to rejet afterwards.

Sorry, Wasn't paying enough attention.
I suspect that it is the same rinky dink crap they put on the rest of them.
Just a looping system that feeds unburned fumes etc back through the carb to be burnt or absorbed by the Charcoal Canister.
