Marc, I think you have the adjustment right. Try starting the bike and trying it, FYI with bike not running and put in gear with the clutch lever pulled in bike will not roll, hope that helps.
The wave plate has to be flat [if applies] = If too coned the plates touch and cause drag.... although I tried starting it in gear it was lunging forward...
