Bike stays on a tender. Meter shows 13.7V. Turn key speedometer sweeps, lights on, horn works but it wont turn over. It attempts to turn over but wont. It engages but wont do anything more after that. Speedo sweeps again during process. Thinking I just need a new battery. This is the original one.

Your bike is 2008....Original battery....I would disconnect your negative and positive leads, then load test it..check all connections,Most likely you will need a new battery...I recommend Braille...tough as hell and made in the USA!!!!

IF IT load tests ok..Take your multi-meter and hook your negative test lead to the negative terminal on the battery, and positive lead to Positive cable ON THE starter, then hit the Start button, see what your getting for voltage there....

clean all connections, even on the EHC, and use di-electric grease in the connectors. try again. do the free/cheap things before you start throwing money at it. and, yes, do a load test.

I would strongly suggest you replace the battery irregardless of how it test. Its beyond its life expectancy will certainly go out at the most inoportune time. My 08' battery is still good also but I use it to jump off my lawn mower.
