Is your transmission shimmed properly? Don't worry about it if it's touching the lip on the pulley, as long as it's not climbing. If it climbs, you'll know it. Lift the rear, spin the wheel forward, then reverse, and watch the belt at the front. As long as it doesn't climb, you're good. There is no way to adjust or modify the way the belt tracks on the front pulley, aside from having an improperly shimmed transmission, or spacing the rear pulley. The belt's position is determined entirely by how it tracks on the rear. That's why front pulleys are so fat, to compensate for differences and warping from frame to frame. I did a thread somewhere on how to properly align your belt, and it's not the way most guys do it by measuring in 100 places. The goal is to simply get that belt to track the same on the rear pulley, whether you spin the rear wheel forward or reverse. In a perfect world, it would track exactly the same forward or reverse, but that's usually not the case, so the goal is to get it about a credit card's thickness off the outside or inside lip on the rear pulley, and no climbing in reverse.
