I see you found them already. They are fairly easy to function check too. With your left hand reach down and set your fingers ontop of them then hit your starter. In theory you should feel them click down. If not you may have a problem. If you can operate them by hand then you may have an electrical issue. If they don't go down manually then the releases may be fouled up. Sometimes the compression releases get carbon built up in them. It may be time for a cleaning.

I usually only ride the dog on the weekends so I keep it on a tender. When I go to start it, the first crank is a little weak but then immediately starts. It has a new Tomioka battery (although when I had the HD battery in it, it did the same thing).
I tried what you guys recommended about manually doing the Compression releases and the front release clicked just like it was supposed to but the back one did not. It did start easier even with just pushing the one CR that worked. What does it take to clean out the carbon build up in the one that isn't clicking, if thats even the issue.

I press both before starting to make sure they are free from sticking. Then, I hold one of them down for the first start after sitting over night or all day.
I have been told that one way to at least lube the CR is to get yourself a small hypodermic needle and suck up some WD40 (into the needle!!) and then inject it into that rubber dome on top of the CR. That ought to help without creating any problems. At least that's what the mechanic said!
