fork tube spins

I pretty sure I know the answer to this already but I have a fork tube that spins while mounted and secured in place. I have tightened the hex bolt that makes it clamp and still it spin I'm sure its something internal can any technical fork expert give me a hand.:bang:

did you check the pinch screws in the lower triple tree??????

And the cap screw on the top tripple tree. Disclaimer: the pinch bolt on the lower tripple tree should secure it. Verify the pinch bolt is not stripped.
