How to install rear turn signals on 2002 pit

Some of you know I am trying to get thru inspection down here in delaware and I need to put my stock turnsignals back on.
How do you install these do I need to remove the rear tire or just the fender?

pumpdogs. Remove your seat. Loosten the 4 bolts holding your strut on 2 on each side. Leave 1 bolt twards the front in and remove the rear two. This will allow you to pivot your fender up. With fender pivoted up tighten the front two bolts a little to help hold your fender in the up position.
