Would a complete 117 upper (Cylinder, pistons, heads, rocker box) bolt right on to a 107 motor?

I know the bore if different, but not sure what that means?

Would a complete 117 upper (Cylinder, pistons, heads, rocker box) bolt right on to a 107 motor?

No. The piston diameter of the 117 is bigger and the stroke of a 117 is longer. The engine case of the 117 has the cylinder studs moved out more to accomodate the larger piston/cylinder. not enough meat in the 107 case to do this.
