Knothead is right. Just adjust the rear wheel and rotate by hand until the belt tracks in the middle.

Small ledge on spacer goes against rim side.. that ledge presses on the wheel bearing race/inner sleeve and keeps pressure off dust shields.

Looks like a pancake jack. You can stick a socket on it and use with a power tool. -
