turn signal voltage

2004 chopper-

What voltage should I have when turn signal flashes??

Front turn signal is not working - running light is -
I tried switching bulb - left to right - bulbs are good

I tried to measure voltage - 12V to running light is correct
Voltage to flasher the must be too quick for meter to respond - can see meter switch from 0 to .5 or .6 volts as light flashes - but both sides seem to be the same? Maybe not exact but there is a response in the meter on both sides??

Any Ideas ?? Suggestions??

I believe there is some sort of 'given' that 0.7v is the spike/contact/transfer of current from one switch to [on] and then breaks [off] being equal. If you want to do the math, search an 'ohm's wheel,' where the volts are 12, and the bulb is 3 watts? They answer the others left, meaning, resistance and amps. So say amps is the spike of that [almost the] speed of light transfer.

Open a bare handle set of pliers. Touch the winker base then to the the unpainted part like the fork legs, something not painted. Does it wink now? Then bad ground at wink base.
