Speed indicator light

Hi. The speed indicator red/purple light on my 02 Bulldog is supposed to turn "on" when it gets dark - but it does not any more.. It might be a bulb, or a sensor, or ???
Anybody with an advice?

What's that light supposed to do or indicate?

Ride in the daytime? It must be out cause I think its always on just not as bright during the day.
