Hmm, then my next guess would be that you have new style S&S manifold seals on an old style manifold. You have a 2000 bike, which would have an old style manifold with small head-side ports. The new style seals are thinner because the ports on the new style manifolds are bigger. If someone changed the seals with new style seals, then the manifold would be loose.

It's possible the original seals dried out and shrank. If the manifold clamp bolts are tight, you shouldn't be able to move the carb easily. You may want to replace the manifold seals. S&S still makes old style seals, but they are the same as standard harley manifold seals, so you can get them at any harley dealer.
