Restrictor Plates!!!!!!!

I have a 2005 Chopper that I just recently had the heads renewed with new valve guides (TP Heads). When I picked the heads up the guy at the shop told me he took off the retrictor plates that were on my heads and said to throw them away I didnt need them. So I reinstalled my heads and got everything adjusted (push rods, carb, etc). So know when I start the bike and let it warm up I can hit the throttle and it blows black smoke, which tells me to rich. After riding just a few miles I pulled the plugs and black soot was all over the plug. So I tried to adjust my carb to help, after that didnt work I rejetted the carb., but still running rich. So I placed everything back to normal with retrictor plates installed, and it helped with the problem of running rich but it doesnt seem to have as much "GO" as without the restrictor plates.
Can anyone tell me how to setup my bike to run without the plates???

(I have S&S Super "E" carb, cone air cleaner, and big radius pipes on my bike)
