Rear Drive Pulley

I feel dumb, my rear pulley bolts came loose and several are bent and fell out. I bought new bolts and am trying to see the best way to put them in, but there is not enough room with the frame in the way. Belt Pulley.jpg

Is there a tool that can be used for this? My only thought is to cut the hex bit down where it hits the frame.

That would work but getting proper torque may be an issue. Tighten in a star pattern and use lock tite. The ball end of an allen can make it a little easier to get the bolt started.
