OIL VENTING/SLOW DRAIN AND FILL/WTF? 2008 BD Mastiff

I recently noticed the oil does not drain properly. When changing the oil it drained slow even with the dipstick out and oil filter off and had it at temp. Filling it was just as hard as it went in like there was no vent to allow the oil to go down the neck. After only getting out a quart or so in draining, filling I managed to get less than a quart in so I thought I'd ride her and get the oil well circulated.
The first ride in a long while it ran well with exception to a fuel issue (please see my next post). The pressure light blinked at a light but not while riding. When I got back the oil would still be hard to fill but I got a pint in if that much.
I decided to buy the Scavenger to force the oil out and put new oil in. I'll do that in stages to ensure I don't run her without enough oil being in the tank. I will be getting the Scavenger soon and will update progress. I put the link in in case anyone wants to look. The EVO should work with my s&s 117.
Anyone know what could be wrong? I can't imagine the vent line being pinched or clogged but I'll take it off if that is your advice.

I know that sounds like a dumb question, but if you pulled the plug out of the bottom of the engine, there isn't much oil in there, and the oil draining from the tank to the engine will be very slow. We do not remove the engine plug, for the main reason, if it get cross threaded, your engine is fu$&@%. The drain plug for the oil is on the left side on the bottom of the tank. 3/16 Allen wrench.

All oil, (3 qts) is held in the tank. The oil pump pumps the oil that flows into the engine, back to the tank. There isn't but about 1/4 cup of oil in the engine. Unless the bike sits for an extended period of time, and the oil drains down to the engine. This is called sumping. It may blow oil out a vent at that time, but the oil pump will get most of it back to the tank.
