It should be at the bottom threads of the cap.
NO! Not on a pitbull. I have a Ridgeback (same tank as pitbull) and the oil level should be just below the bottm of the fill neck by about 1/2".

Tank sould be about 2/3 - 3/4 full. If you fill to bottom of threads on the cap, the bike will puke oil out of every orfice it has when you start it up.

Another round please
I have my Bulldog manual right in front of me. Says bottom of cap threads. It could very well be different for all our style of bikes. Don't want to give bad info.

I made my own dipstick. I took a coat hanger and bent it around so the bottom inserted into the tank just hits the right oil level. The top of the dipstick has a 90 degree bend to rest on the rear edge of the filler neck. Then I know I'm getting the same reading every time.

I don't carry it with me, but I have it in my tool chest and use it religiously to check the oil level.

Each model has it's own level, so check your manual for specifications.
