Was riding my 04 Ridgeback the other day it sputtered then shut off for a quick second then restarted rode a little farther and it seemed like it did not want to idle when I was stopped in traffic, I went to the gas station to fill it up thinking I was low on fuel, when I went to remove the gas cap It had swollen from the sun and had a hard time getting it off is it possible my bike was vapor locking?

That's what it sounds like. Take the cap back off, and put your lips on the bottom of it and blow. If the vent is working, you will be able to blow through it.
That little bit of gas on your lips isn't going to hurt you, unless you forget to wash them before kissing your girl.

You can remove the small valve in the cap without causing any issues.

Been so long since I've seen one of them white things on the bottom of the cap, didn't figure anybody would have one of them still. If that white plastic thing is still in the bottom of the cap there yes remove it and throw it away
