Lower triple tree setting questions

Some of you may have been following my front fork rebuild and before I put it back together I have a few questions I hope someone can help out with. I have looked in several of the manuals online here but I am still a little confused about setting the bottom nut that holds the triple tree together.

When I took the front forks off the bottom triple tree was wobbly. I mean I could hold it on one side and move it up and down. Not the top just the bottom. I got about three turns on it before it was snug.

When I put the forks back on how tight does this nut need to be?
I understand how to do the fall-away but will this lower tree nut get torqued?
It does not seem safe if its not torqued.

The fall away determines how tight the nut needs to be and that is why there is no torque value.
There should be a set screw to lock that nut after you got your fall away right.

Thank you, last night I was thinking that must be how this works and that's why there is a torque value for the set screw Right?

Something just for refence, on the 02 AIH, which has similar setup (3 set screws rather than one) they spec 80 ft/lbs.
