Gas cap answer:
First off, remove the cap, and if it still has the white center in it, unscrew it and throw it away. That will help with the venting.
Second, if it doesn't have the white center, put it to your lips and blow. If air will go through it, it's ok.
If your thinking it's not venting because it's hard to get off, that's probably not the case. If it is hard to unscrew, you have more than likely run gas with ethanol in it. That will swell the threads. BBchopper, a member on here makes aluminum threads to replace the plastic ones, or you can get a whole new cap off ebay.

Also check you're tank liner. I had a piece of liner come loose and fall across the hole where the gas feeds out. If you're bike has two tanks the right one will have the vent in it. There is a hose under the dash panel that lets the left tank vent.

I would like too add that the valve is a one way valve, lets air in the tank when running, not out if it is operating properly. I removed mine years ago and when the vent is removed the vapors from the gas condense on the paint saver and eventually got under the paint saver and lifted the paint, I had my tank painted not once but twice due to this condensation. Whenever I would gas up, I would see this liquid on the paint saver, now I have the vent on and the paint saver is dry when I remove the cap to gas up. If the vent is working correctly, I would then check the petcock filter.

I just had this happen to me recently, was out riding and bike starts to cut out and dies, sit for a few minutes and fires right up, get home and was gonna drain my tank to work on the bike (yes, it was on the stand wankers!) and remove the fuel line at the carb and nothing, not a drop of fuel, I was like WTF? So, unscrew the gas cap and the fuel starts running out! Vapor lock is not B.S! I removed the white breather valve and it continues to flow, the only problem is like Ker is saying that it will screw up your paint, maybe if I don't fill the tank all the way up that might help.

I did and I was able to get air though the vent, but it must not be enough since I still got vapor lock even though it's venting, but not venting enough.
