Forum question about user cp

So I recently clicked on this from the menu. Noticed I had several ratings from other members. Most good, one bad.
Now this is the only forum I ever participate in, so here goes my stupid question.
What exactly is this? Also how do I give out ratings to others? I've learned some very valuable info here....wish I'd have known how to give proper thumbs up to those who have helped.

At the bottom of each post there is a icon that looks like a balance scales. When you click it a reputation box pops up allowing you to give rep to a poster. You have to accumulate so many in order to get a rep point. Someone with more details can expound on this I'm sure.

that pretty well says it all, just go in and look around. but may i suggest you think things through before you make a negative comment about somebody. and don't give out the good comments too freely. it tends to devalue the rep. points if you throw them out like rice at a wedding. and don't worry about the red gem, don't remember what for but i've even got one. don't believe the member that gave it to me is still on here. no worries.
