I have not polished rims like those but I have done a lot of Corvette and Viper rims and they have all had a clear coat applied to them. The best way to get rid of this clear coat is to use aircraft type paint remover. Much easier to polish if you remove the clear coat.

That's what I was thinking also, but I think there old enough that there was no clear coat.
