dust caps just spin Help!!!

Trying to replace my fork seals following Gas Man's how to and every other piece of input as well. Everyone seems to have stuck or seized dust caps, mine are the opposite. The both spin and spin but will not back off. Got the whole bike tore apart but the damn dust caps are killing me. How have you guys gotten them off? 2003 rt chopper. 41 mm forks stock.

Wow its sounds like their stripped.
The 03 manual shows them threaded but I find it hard to believe both would be stripped. I would think it would be about impossible to strip those.

The problem I think is that when they were initially installed they were over tightened. and stuck in the final threads. They aren't loose by any means, and there are no gaps between the cap and lower tube at all. cant finish the the work til I find a solution....
