the original washer idea that Ray has done can be done to any pipe. Its a simple item to add some resistance to the pipe and therefor adding backpressure to the motor. While anything in the path of the exhaust will do "something". In order to make it tuneable it must use a flat face washer. Otherwise you might as well just run a bolt into the path. An eye loop offers no tuneability just as a bolt wouldn't. You turn and turn it and the surface area opposing the air flow never changes. Therefor you can't adjust it. Doesn't mean it wouldn't help, but its not tuneable or adjustable.
If you don't weld or don't have one... a couple of options... a muffler shop will weld about anything. I'm sure $10 for lunch will get a guy there to weld a washer to a bolt. Other option, would be to soldier it to the bolt.
