child restraint system for bikes

i was rollin into an open house sometime a few weeks ago and seen this setup for the guys very young child on the back of his bike..this system seem to consist of a harness around the guy and child and some sorta like rectangular box behind the guys back included in the harness that look to be little handlebars for the kid to hold onto,i talked to a girl that talked to the guy and he said he found it online through a company that makes them specifically for children...in my breif description can anybody shed any light on this particular device????and where i may get one ...maybe a website or anything...i have looked,aint comin up with nothin.....

I don't know about a restraint system but they do make a belt buddy

I think most state laws says something like passenger must reach pegs.

she can reach the pegs thats not an issue but i am not cool with her holdin onto belt loops !!!!!!!!!!!!!!!!!!!!!!!!!!!!!!
