Needs speedometer and new paint (current custom burgundy/skull paint); may need new battery for 2020 riding season.

I was thinking the same thing, that bike has been rode hard, never put away, and never cleaned. That is one sick bike, I would think about $3000, because you are going to sink another $4000 to get it right, if you are lucky.
