2004 and up EHC inputs / outputs

Are any of the outputs from the EHC less than 12 VDC? From what I am reading and the prints I have looked at I believe the inputs to the EHC are low voltage to ground. Outputs seems to be 12 vdc?

I know the starter wire from the EHC(Green Wire) will show 8-9 volts in a certain state and 12 volts when the starter circuit is activated.
