Does anyone know if the lifters in my 06 Mastiff are the same as in an evo engine?

should be, the bottom end is Evo only the heads are twin cam style. at least thats how I understand it.

Yeah an 06 mastiff 117? That is an evo bottom end, with twin cam style heads. You will have the standard s&s hydraulic tappets. I've got mine apart in my basement same motor
