Starting question

Just double checked the green wire on the solenoid. Red probe to female portion of blade connector on the green wire and black to the negative terminal on battery. Hit run, hit start and the value on the meter was 12.67
Unless I'm misunderstanding something, if you are getting 12.67 on the green wire (which goes to the solenoid) you should be activating the solenoid. Rottweiler suggested checking the connection under the cover of the solenoid and that is very good advice. Also if your getting voltage to the green wire there is no need to be jumping wires it won't help your situation. Someone on this site has a pic of the inside of the solenoid cover that gets broken. I recall seeing it a while back. A little solder and your solenoid will be good . If I find the pic I'll post it.

Thank you! I will likely pull that solenoid cover back off tomorrow and see if i can drop some inspection mirrors in that area by the plunger, not alot of room with the assembly still in the bike. If they are broken it will likely be an easy fix, if not than i will probably be thinking about a new starter and solenoid for it. Either way just wanna get her up an runnin, hear them pipes!!

Found the Pic It may be hard to see but where the green wire comes in the solder sometimes cracks.
