All cleaned and tight, - lights still stay on. Now-????
What bike do you have ? Do you know if it has original wireing? When you say lights stay on do you mean all lights headlight, brake and blinkers? Do the lights come back on when you reconnect the battery or only after you run the bike and turn it off?

This is the manual for your bike. go to Chapter 6-4 page 6-20 BDM Service
While running check your EHC for fault lights. Hit off and then turn the key off while looking for changes in the EHC fault lights. Now remove both connectors from the EHC and check for loose or backed out wires. Replace using fresh dielectric grease. Come back with any information you gain.
Don't forget to check you ign switch like Rot suggested.
