    You could also try compound by hand before sanding not sure if you tried anything gritty, it may cut enough to remove the stain worth a try

    Is it at least turning black with mothers billet?

    I've never seen aluminum get pitted like that, I've seen small nicks from dirt and Stone....are we sure it's not chrome? Cause wetsanding is no good

    Chrome. Is easier but if he had that stain on chrome he wouldn't be able to fix it cheap and easy, billet is more work but easy if kept up once a week do a coat of billet polish and stays looking chrome
