I doubt it. I'd be inclined to just clean it up and stick a couple of bolts in there

I am sure there is no ready to buy plate cover for that. Some options would be to make one out of thin Diamond plate, polished sheet metal, or bare metal and paint it gloss black.

I also have a 2007 Mastiff...with V&H Big Radius. There is a "box" bracket that attaches where your photo shows something missing and then the bracket attaches to the exhaust. If it were mine and the bike is black (as mine is) I would fabricate a metal plate...paint it black with some shake and rattle, and put a couple of chrome bolts (or painted black ones) there and no one will know the difference. Good luck!

BigDogBro1 will become famous soon enough
Like above......

You could wash CLEAN the area then do a little clean-up on the paint with some 800 grit wet sand paper, prep the area, mask all non-black and spray with Duplicolor touch-up paint. Go to a good hardware store and get two chrome push caps for the bolt holes.

You could use a small round 9mm gun barrel cleaning brush to get into the rusty bolt holes for a better job if it bothers to you.

We have cut down stock aluminum panel, shaped and polished it. Install two small chrome button head screws

Hot toppers and a few other places make a plastic plug to cover bolt heads and fill holes. I would suggest you find BLACK plugs and cap the holes. If you use chrome or polished aluminum you will be drawing attention to the area and I don't think that would be your intent.
